2018 Work Report on the Government Information Disclosure of Shanghai Municipal Commission of Commerce

4. We deepened the reform of administrative examinations and approvals. Considering the actual situation of the commerce field and in accordance with revision and adjustment of relevant laws and regulations, the Commission has cut administrative power matters -- such as issues about administrative examination and approval at urban commercial departments, applied dynamic sorting and management of administrative power catalogue, and timely adjusted the list of powers and responsibilities of the Commission which opened to the public. In accordance with the planning of the Shanghai Municipal Office for Administrative Examination and Approval Reform, the Commission has revised its guidelines for administrative examinations and approval items, and updated and adjusted the contents of the relevant guidelines in a timely manner.

II. Information initiatively disclosed to the public

In 2018, the Commission continued to broaden its information disclosure channels in accordance with the Regulations and the Provisions, deepened the contents disclosed to the public and has effectively promoted its government information disclosure. Over the course of the year, 54 items of government information were initiatively disclosed, and the electronic rate of this information achieved a level of 100 percent.

1. Key work of government information disclosure

(1) We promoted the disclosure of information relevant to the China International Import Expo. We successfully finished the government information disclosure work of the first CIIE, improved the CIIE's international visibility and social profile, promptly released information about preparatory basic work, such as venue construction arrangements, and minimized the impact of the event preparation on citizens' lives. We released in advance the service assurances information -- such as the exit and entry of exhibitors, security of surrounding areas and traffic during the exhibition -- so as to facilitate the participation of all parties to the greatest extent. We intensified the publicity and promotion of the comprehensive exhibition on national trade and investment, as well as the exhibition on companies and commerce and the Hongqiao International Economic and Trade Forum, and expanded the dissemination and influence of the activities. We made efforts to explain functions of the CIIE "6 days + 365 days" one-stop trading service platform for foreign exhibitors, provided services for exhibitors from all over the world to enter the Chinese market, and did everything possible to expand the trading results and spillover effects of the Expo.

(2) We promoted the construction of "6 + 365" one-stop trading service platform. In accordance with the principle of "led by the government , with enterprises as main players and marketing operation", we integrated and made good use of the resources of various trade promotions platforms in Shanghai to provide all-round, multi-channel and multi-mode services for foreign high-quality goods and services to enter the Chinese market. The "6+365" one-stop trading service platform is divided into online and offline platforms. Its online platform is built and operated by the Shanghai International Import Trading Services Co Ltd, which was co-funded by Donghao Lansheng (Group) Co Ltd and Council for Promotion of International Trade Shanghai. The offline platform is a platform for CIIE to provide match-making services for enterprises perennially. It was formed after the Commission, the free trade pilot area, the Hongqiao Central Business District and business departments of all districts of Shanghai integrated over 70 platforms of a certain scale and related businesses.

(3) We promoted the disclosure of information relevant to the brand construction of "Shanghai Shopping". We produced info graphics for the Three-year Action Plan for Speeding up the Construction of International Consumption Cities and "Shanghai Shopping" Brand Construction (2018-2020). The Information Office of the Shanghai Municipal Government held a press conference and gave a briefing on relevant information. Moreover, we used WeChat to issue the full text of the Notice on the Three-year Action Plan for Speeding up the Construction of International Consumption Cities and "Shanghai Shopping" Brand Construction (2018-2020), issued by the Office of the Shanghai Municipal People's Government of the General Office of the CPC Shanghai Municipal Committee (Decree No. 19 Promulgated by the general office of the CPC Shanghai Municipal Committee). We compiled and released case materials for business innovation, and invited news media in Shanghai to interview and report on relevant enterprises.

(4) We released the results of service trade innovation in the free trade zone. In combination with the reform and innovation of the FTZ area and having started from key areas, we comprehensively promoted and developed the innovation of the service trade model. We promoted the compilation and publication of a negative list of cross-border service trade in the Shanghai Pilot Free Trade Zone, completed the Plan for Developing Innovation Pilots of Service Trade Development, and issued a Guidance Catalogue for Promoting Shanghai Service Trade (2018 Version). In addition, we completed the acceptance of the first batch of China's key areas of the traditional Chinese medicine services trade, and completed and published the statistics report on the international balance of payments of the Shanghai services trade in 2018.
