2. The scope of the initiatively disclosed information

(1) Disclosure of normative documents. According to the unified deployment of the general office and legislative affairs office of the Shanghai Municipal Government, 26 current valid normative documents of the Commission were entered into the Shanghai administrative normative document management platform for disclosure. 

(2) Disclosure of financial fund. In accordance with the requirements of the Shanghai Municipal Finance Bureau for the disclosure of financial funds, the budget situation of the Commission has been made public in the "Shanghai, China" and the Commission's portal website. Thereafter, we will make the final accounts information public according to the unified arrangement of the Shanghai Municipal Finance Bureau.

(3) Disclosure of business credit information. We issued the Trial Procedures for the Management of Business Credit Information in Shanghai with the Shanghai Municipal Development and Reform Commission, focusing on the establishment of a management framework for legal credit investigations, professional credit ratings and social use of credit and covering the collection, sharing, inquiry, evaluation and utilization of business credit information. The Commission started cooperating with third-party professional credit agencies to comprehensively apply public and market credit information, issue credit reports and provide credit evaluation public inquiry services on the Shanghai Business Credit Platform.

(4) Disclosure of the information relevant to the Shanghai Municipal Government's practical projects. In accordance with the unified deployment of the Shanghai Major Projects Construction Headquarters Office, we set up the secondary column for newly built 500 smart micro markets in communities (one of 2018 Shanghai Municipal Government's practical projects) on the online portal website of Shanghai. Thereafter, we posted the Commission’s plans for the project construction in a timely manner, regularly published relevant information on our work and in a timely and accurate manner disclosed the project construction progress, so as to inform the public about the project and supervise its construction.

(5) Disclosure of the dynamic information about the staple and non-staple foods market. We regularly published the prices of meat, vegetables and other important staple and non-staple foods in the wholesale market on the official website. Since the beginning of the year, in accordance with the relevant requirements for market monitoring performance assessments of the Ministry of Commerce, together with the Shanghai Business Development Research Center, the dynamic information of the Shanghai staple and non-staple food market have been submitted monthly by us.

(6) Disclosure of the handling situation for the proposals. As of December 31, 2018, we have handled 108 motions from NPC deputies and CPPCC proposals, including 54 motions from NPC deputies and 54 CPPCC proposals, which mainly cover issues about the CIIE, construction of an international consumption city, the business environment, commercial form innovation, renewable resources, the Belt and Road Initiative, home services, etc. The adoption rate of these proposals was 92.3 percent. All the proposals were handled within the prescribed period and all deputies were satisfied with the results. At the same time, according to the requirements of the government information disclosure, a column about the "proposal" has been set up on the portal website of the Commission, and the full text of the handling responses has been opened to the public, which improves the credibility and influence of our work.

3. We strengthened the publicity for government information disclosure

(1) We made a good use of the Shanghai portal website. We provided department information, government information disclosure documents and administrative normative documents to the Shanghai portal website and updated relevant information regularly every week to ensure the accuracy and timeliness. To ensure the working efficiency, the website operators log in to the website regularly to check the latest announcements, and transfer and process relevant documents according to the requirements. At the same time, the electronic version and catalogue of government information were submitted to the municipal archives for efficient verification.
