(2) We made a good use of various media channels. We have made full use of the advantages of new media such as WeChat and microblogs to enhance the publicity effect. In 2018, more than 230 issues of WeChat tweets related to government information were compiled and published, including over 1,400 pieces of original information. At present, more than 20,000 users have followed the WeChat public account of the "Shanghai Business", of whom more than 95 percent of followers are enterprise personnel. The information forwarding rate of our WeChat account has reached 97 percent, the cumulative volume of the click and reading is nearly 2 million, and more than 500,000 people have read our tweets. In particular, during the first CIIE held last year, the WeChat reading volume showed a spike, and the article about the catering strategy attracted over 50,000 clicks. During the course of the whole year, we sent out nearly 300 micro blogs about government information, and the micro blog account of "Shanghai Release" adopted our information many times, which attracted hundreds of thousands of WeChat readers and thousands of related micro blogs were forwarded.
(3) We developed our news release capacity. We have organized three municipal government press conferences, five related media briefings, and over 30 media interviews about the city's key work, such as the brand construction of "Shanghai Shopping", 100 steps of Shanghai to open up further, a negative list of cross-border service trade in free trade zone, and the 40th anniversary of the reform and opening up.
III. Information disclosed to the public after applications
1. Application situation
As of December 31, 2018, we have accepted 404 government information disclosure applications which include 383 online applications and 21 letter applications. The information applied for by the public mainly includes data on spot goods, bulk commodities, a red wine trading center, information about foreign-funded enterprises, single purpose prepaid cards, commercial retailing, main and non-staple food circulation, data statistics and other government information.
2. Handling situation for applications
Of the 404 applications received, 23 were voluntarily withdrawn and 344 have been replied to and handled. Of these, 22 pieces of information were disclosed or partially disclosed, accounting for 6.4 percent of the total; 17 applications for information have already been actively disclosed by us, accounting for 4.94 percent of the total; 66 pieces of information that are required to be disclosed do not exist, accounting for 19.2 percent of the total; 124 pieces of information were not within our responsibility and authority, accounting for 36.1 percent of the total; 31 pieces of information that have been informed to make changes and supplements, accounting for 9.0 percent of the total; seven pieces were repeat applications, accounting for 2.0 percent of the total; 56 pieces of information were about consulting applications, accounting for 16.3 percent of the total and 21 applications were for correspondence and replies, accounting for 6.1 percent of the total.
3. Charges and abatements of government information disclosure.
There was no charge for government information disclosure applications throughout the year.
IV. Reconsideration, litigation and complaints
From January to the end of December 2018, there was a total of one administrative litigation case and one winning case caused by the government information disclosure; 101 administrative reconsideration cases were filed and 98 cases were concluded, including six cases confirmed as illegal, two cases ordered to perform, 89 cases upheld an original judgment, two cases rejected the reconsideration application, and three cases were in the process of trial. During the whole year, there was no complaint or report caused by the government's information disclosure.
