V. Situations about government affairs consultations and handlings

From January to the end of December 2018, we handled nearly 91,094 consultations from enterprises and citizens. Of these 46,473 were on-site consultations, 44,621 telephone consultations and 15,609 were online portal website consultations.

VI. Training for government information disclosure

On Sept 26-27, 2018, we held a commerce capacity training program for commerce-related departments, which covers the requirements of openness and confidentiality of government information. The training was mainly for the relevant responsible personnel of all departments of the Commission, the institutions under the Commission, the competent departments of Commerce in each district, and the relevant responsible personnel of the economic development zones.

The relevant personnel, in charge of the government information disclosure of the Commission, participated in relevant training held by the government information disclosure office of the Shanghai Municipal Government once.

VII. Main problems and improvement measures

In 2018, we have made some achievements in promoting the opening up of government information, but there are still some shortcomings, such as the awareness that government information disclosure needs to be improved, the content and form of information disclosure needs to be developed, and the channels and methods of information disclosure need to be further broadened. We still need to resolve the existing problems in future, and constantly improve the service levels for applications-based information disclosure and initiative information disclosure.

In the next stage, we will focus on work on the following three areas: First, in view of existing problems, we will closely focus on the difficulties in our work and the hot spots of social concern to update the information content regularly, provide accurate and professional real-time dynamic information, and carry out interactive exchanges online and offline simultaneously. Second, we will further improve the working mechanism for government information disclosure, improve the work’s timeliness and innovation and focus on enhancing the quality of disclosed contents, promoting the hot spot information disclosure of public concern while, deepening the construction and application of relevant online platform. Third, we will continue to adhere to the principle of "taking government information disclosure as the norm". We will continuously improve our work ability and standardization of work in accordance with unified deployment of the CPC Shanghai Municipal Committee and the Shanghai Municipal Government and based on the published list of powers and responsibilities.
