Shanghai's venture into low-altitude economy takes off

East China's Shanghai is making bold strides into the low-altitude economy — widely regarded as being a dynamic, emerging sector poised for exponential growth.

Coinciding with the 7th China International Import Expo — which was held on Nov 5-10 — districts across Shanghai introduced a raft of initiatives and policies to grab the opportunities presented by this promising industry.

On Oct 31, Jinshan district unveiled its low-altitude economy park and a three-year action plan. Known for its early ventures — including the East China Drone Base — Jinshan is building a comprehensive industrial supply chain for drones, encompassing manufacturing, logistics and beyond.

In Xuhui district, the focus is on leveraging the legacy of Longhua Airport — Shanghai's only civilian airport until 1949 that closed in 2011. During the National Day holiday, a helicopter tourism service was launched from the old site, offering flights over the Huangpu River. In October alone, the service attracted 264 passengers on 98 flights.

On Nov 6, the Hongqiao International Opening-up Hub unveiled an intercity low-altitude test flight route, while Minhang district showcased Electric Vertical Take-Off and Landing, or eVTOL, aircraft developed by leading local companies at a recent exhibition.

Meanwhile, Yangpu district is expanding its urban drone delivery services, currently operating three active routes with plans to add more.

Shanghai's low-altitude economy is widely said to hold vast potential. Industry reports show that China's low-altitude economy soared by 33.8 percent year-on-year in 2023, reaching over 500 billion yuan (about $70 billion), and it's expected to top 1 trillion yuan by 2026.

To avoid overlap, Shanghai's districts are focusing on their unique strengths. Jinshan is emphasizing drone logistics and air-sea integration, Yangpu is exploring urban applications like delivery and public services, and Xuhui is positioning itself as a hub for tourism and business aviation.

With ambitions to become a global leader in low-altitude innovation by 2027, Shanghai is transitioning from fragmented efforts to a specialized and collaborative approach. This is expected to propel the new industry fast forwards.
