3. Core tasks and detailed measures

1). Assembling cross border e-commerce businesses

Local governments should shape industrial clusters of cross border e-commerce companies with domestic and overseas influence by either introducing established enterprises or fostering new businesses.

Local governments should encourage domestic companies to make the most of e-commerce channels to conduct foreign trade transactions, and call for the traditional manufacturing and trade and logistics sectors to tap cross border e-commerce platforms to expand market share globally.

Local governments should support the exporting companies to fit into overseas retailing systems through overseas warehousing services, experience centers and distribution networks.

Local governments should call on comprehensive foreign trade services providers and third party professional services providers to offer customs clearing, logistics, storage and financing services to cross border e-commerce operators.

Local governments should also encourage existing e-commerce platforms and companies to expand their business scope to include cross border e-commerce business, and encourage domestic companies to collaborate with overseas electronic commerce companies.

2). Perfecting public service system for cross border e-commerce

The municipality looks to build a public service platform for cross border e-commerce into a one stop shop, relying on its established e-port system.

The platform should provide data exchange service for import and export companies, payment companies, and logistics and storage companies, and offer an information sharing platform for the authorities of customs, inspection and quarantine, taxation and foreign exchange administration.

The platform should be able to avoid repeated processes of registration, inspection and clearance that are handled by different authorities and thus save time and costs for e-commerce companies.

The registration procedures should be streamlined and conducted on the principles of transparency and efficiency. 

3). Growing cross border e-commerce logistics system

Local governments should roll out support for the development of domestic and overseas businesses which provide logistics and couriers services to cross border e-commerce companies, strengthen transportation capability by air, sea and railway that service cross border e-commerce companies, and endorse e-commerce companies’ efforts in forging global logistics supply chain and overseas logistics services networks.

Local governments should leverage the preferential policies implemented within the municipality’s free trade zone and customs special supervision zone to optimize the siting of storage and logistics centers and centralized supervision for cross border e-commerce.

The customs, inspection and quarantine and other supervising authorities should be tasked with the formulation of centralized supervision schedules and should offer guidance to companies that fit the eligibility requirements to conduct businesses inside the designated areas.
