2019 Guideline on applications for special funds for the development of trade in services in Shanghai
In order to further fiscal funds' guiding role in accelerating the development of trade in services in Shanghai, the 2019 Guideline on Applications for Special Funds for the Development of Trade in Services is formulated in accordance with relevant regulations in the Notice of the General Office of the Shanghai Municipal People's Government on Forwarding the Measures on the Usage and Management of Special Funds for the Development of Trade in Services in Shanghai (Document No 75 of the municipal government office) formulated by the Shanghai Municipal Commission of Commerce and two other departments.
Ⅰ. Scope of financial support
1. Support the priority areas specified by the Cooperation Agreement between the Ministry of Commerce and the Shanghai Municipal People's Government on Jointly Promoting the Development of Trade in Services in Shanghai and the Shanghai Action Plan on Accelerating Development of Trade in Services (2016-18).
Grant qualified enterprises (units) with certification subsidies, training subsidies for middle and senior professionals, support for enterprises (units) to build network marketing platforms (foreign language websites) for international market development, subsidies for hiring foreign experts and subsidies for translation fees. Encourage the development of headquarter services trade enterprises (units) in Shanghai; encourage Shanghai's services trade enterprises to expand overseas markets by setting up overseas branches, overseas investment and project cooperation; encourage training institutions to engage in personnel training for trade in services.
Please refer to the Notice mentioned above (Document No 75 of the municipal government office) for details about the means and standards of the support.
2. Support Shanghai enterprises (units) to participate in promotion activities for trade in services identified by the municipal commission of commerce, municipal commission of development and reform, and municipal finance bureau (including their participation in overseas exhibitions from June 2018 to April 2019).
To provide support through government purchase for public exhibition arrangement fees for key international exhibitions held within the territory of China that are hosted by governments at or above provincial or ministerial level
Ⅱ. Application subjects and conditions
1. Basic requirements for enterprises (units) applying for development funds
(1) It shall be registered in Shanghai, have a permanent workplace, and have an operation period of no less than three years;
(2) It shall engage in commercial activities in cross-border service transactions in accordance with the law;
(3) It shall have sound financial management systems, good tax and accounting credit.
2. The enterprises (units) applying for development funds shall comply with the Catalogue of the Shanghai Municipality for Promoting and Guiding Trade in Services (2018 version) (Find Appendix 2 for details).
Ⅲ. Requirements on application materials
1. All applicant enterprises (units) shall fill in the Application Form of Shanghai on Special Funds for Development of Trade in Services and provide:
(1) Copy of enterprise's (unit's) business license; affiliated agency (non-independent legal person) shall provide copy of business license of its parent company in addition to the copy of its own business license;
(2) Copy of the audited accounting report of the previous year;
(3) Copy of corresponding certificate of foreign exchange for export and other credentials in accordance with the requirements of fostering priorities of different areas listed in the catalogue (2018 version).
(4) Letter of commitment to declare that the enterprise (unit) has no deceitful behavior in the application process.
All the copies above shall be stamped with the official seal of the applicant.
