Ⅲ. Materials to be filled in and submitted

Materials for declaring interest subsidy of imported products are as follows:

1. Materials to be submitted for applying for the import interest discount subsidy for import products

(1) Application report for the import interest discount subsidy signed by legal representative of the enterprise (Attachment 2, needs to be written by enterprise), covering content including the basic information about the enterprise, purposes of imported products, anticipated benefits, whether the enterprise has had any illegal behaviors in the past three years, whether it owes or is late on payments of government-managed funds, and whether the imported products applying for the import interest discount subsidy has enjoyed other preferential policies.

(2) Fill in and print the declaration description of the import interest discount subsidy items. (Attachment 3, handwritten signature of the legal representative of the enterprise is required)

(3) Copy of the enterprise's business license.

(4) Fill in and print the application form for the import interest discount subsidy in 2019. (Attachment 4)

(5) Copy of the order contract for imported products.

(6) Copy of the Customs Declaration of Imported Goods of the People's Republic of China for enterprise's imported products.

(7) For the import of equipment listed under "key industries encouraged to develop" (catalogue III), the confirmation of domestic and foreign-funded projects encouraged to develop by the State (including the copy of the list of imported equipment) and copies of the certificate of tax collection and exemption of for import and export goods shall be provided.

Tax exemption certification is not needed in cases when the enterprise cannot get the certification due to reasons such as zero tariffs, but the relevant information should be stated in the application report.  

Those applying to the conditions listed in item C65 of "key industries encouraged to develop" in part III of the catalogue, that the imported products belongs to major industries (national engineering (technology) research center, national engineering laboratory, State-approved enterprise technology center, key laboratory, high-tech entrepreneurship service center, new product development and design center, scientific research pilot base and experimental base construction), enterprises do not need to submit the confirmation letter on domestic and foreign-funded projects encouraged by the State, but are required to submit the confirmation documents from relevant departments such as the Ministry of Science and Technology and the National Development and Reform Commission.

(8) Enterprises that have obtained the import interest discount subsidy for imported products in 2018 are required to submit a performance evaluation on the use of import discount subsidies in past years. (This document doesn't need to be bound submit paper materials and electronic data after sealing.)
