Notices on the resumption of work in Shanghai
Shanghai has introduced comprehensive and intensive prevention methods to contain the spread of the novel coronavirus pneumonia (NCP) as people return to the city for the resumption of work from Jan 10.
To ensure people's safety and health, the following notices are issued:
1. All government organs, enterprises and institutions in Shanghai shall continue to encourage those who have not returned to the city to avoid busy transport dates. Enterprises should continue to ask employees from areas hard-hit by the virus to suspend their return and flexibly arrange the return of employees from other regions according to production and operation conditions.
2. The managers of industrial parks and office buildings in Shanghai should, in accordance with the principle of "less contact, less gathering", promptly formulate specific work plans to encourage enterprises to avoid peak commuting hours. It is advocated that they stagger commuting times by area, floor, unit and department. If there is no full fresh air operation or the room cannot be independently ventilated, the central air conditioning shall not be turned on to improve the ventilation condition of the office area as far as possible.
3. Enterprises are encouraged to use flexible hours and off-peak commuting according to industry characteristics. Large manufacturing enterprises should make planned arrangements. Large wholesale and retail enterprises should shorten business hours. General business service enterprises and catering enterprises should delay their opening hours. Some life service enterprises should open in the afternoon. Employees of qualified enterprises, especially those in the fields of scientific research and information technology (IT) are encouraged to work from home, work online, or take turns to go to their office.
4. When safety is assured, it is encouraged that personnel at the same unit, the same office building or the same park should form a fixed partner and carpool to travel to work. Qualified units should add more shuttle buses. On route with large commuting volumes, a "customized bus" should be launched, with relatively fixed passengers and vehicles.
5. Rail transit and ground buses should increase their capacity during peak hours to improve commuting efficiency. The frequency of disinfection of public areas on rail transit, ground buses, taxis and the frequency of ventilation in subway carriages and station halls should be increased. During the operation of ground buses and taxis, it is recommended that air conditioning be turned off and windows opened for ventilation. It is recommended that people do not to walk around in subway carriages.
