During the coronavirus outbreak, Shanghai has been helping local enterprises restart work for more than two weeks.

As one of the world's top 500 US-funded enterprises, Jabil, a manufacturing services company, completed the safety and health management upgrade for epidemic prevention and control within two weeks, making sufficient preparations for the full resumption of work by nearly 5,000 employees.

"Currently, 40 percent of our employees have resumed work and the operation is going smoothly," said Zhang Yan, general manager of Jabil Shanghai. "And the rest are expected to return to work next week when the quarantine period ends. By the end of March we may see full production."

Restarting industrial operation under strict epidemic prevention and control and ensuring the timely supply of products and services are the urgent problems faced by many enterprises deeply embedded in the global supply chain system.

With immediate and continuous communication with relevant government departments, the epidemic prevention measures of Jabil were rapidly improved and the company resumed work on Feb 10.

"It was a common goal to start production safely, and we found that once we raised an issue, the government would give us a solution," Zhang said.

Jabil is not the only case in Shanghai that shows the active cooperation occurring between government and enterprises amid the epidemic.

Shanghai Solid Stainless Steel Products has resumed production for two weeks, with the production capacity reaching 85 percent. The company's products are exported to more than 50 countries, and the previous production halt of more than 10 days made it difficult to deliver many of its overseas orders.

Zhang Bin, general manager of the company, said thanks to the assistance of the government, 80 percent of its supporting enterprises have resumed work which has activated the industrial chain.

Official data showed that by Feb 19, the resumption rate of local businesses above the designated scale (annual sales revenue over 20 million yuan [$2.86 million]) in Shanghai had reached 72.6 percent, an average increase of 4.1 percentage points per day, and the resumption rate of the city's 51,000 foreign-funded enterprises was close to 70 percent.
