16 measures introduced to support Lin-gang Special Area

Shanghai has issued policy documents providing comprehensive support for the Lin-gang Special Area of the China (Shanghai) Pilot Free Trade Zone, which has been under development since its establishment in 2019. These policies encompass 16 measures across five key areas:

1. Enhancing aggregation of global high-end and emerging resources

This includes four policy measures designed to boost the international competitiveness of the data industry, stimulate financial innovation, attract more domestic and international talent, and optimize housing policies tailored to talent needs. These efforts aim to strengthen the Lin-gang Special Area's capacity to attract and integrate key resources, accelerating its development as "an urban district for the young and vibrant."

2. Developing a comprehensive technological innovation system

This includes three policy measures focused on gathering high-quality innovation resources, promoting the transformation and incubation of scientific achievements, and enhancing the support of technological financial services. These initiatives aim to strengthen original and disruptive innovations.

3. Positioning key industries to compete in international markets

This includes three policy measures focused on developing world-class frontier industry clusters, accelerating the innovative application of intelligent connected equipment, and fostering the concentrated growth of professional services. These initiatives aim to support the Lin-gang Special Area in rapidly cultivating a strong industrial ecosystem by attracting leading enterprises and major projects.

4. Expanding high-level opening-up

This includes two policy measures designed to create new competitive advantages in developing the Yangshan Special Comprehensive Bonded Zone and to enhance the functional support for the Lin-gang Special Area as a modern, new urban district. These measures aim to strengthen both the soft environment and hard infrastructure of the Lin-gang Special Area.

5. Improving support mechanisms

This includes four policy measures aimed at strengthening financial support, optimizing the business environment, reinforcing legal support, and improving work mechanisms. These measures are tailored to the practical needs of the development of the Lin-gang Special Area.
