Recognition as trade headquarters in Shanghai

The Shanghai Municipal Commission of Commerce has opened the application process for recognition as a trade headquarters in the city for 2024.

1. Criteria for recognition

To be recognized as a trade headquarters in Shanghai, enterprises must be registered in Shanghai, have independent legal status, and meet at least one of the following criteria:

(1) If the primary business is domestic wholesale and retail, the revenue from this business should constitute more than 50 percent of the total revenue, with the previous year's total revenue (sales) exceeding 10 billion yuan.

(2) If the primary business is international goods trade, the revenue from this business should constitute more than 50 percent of the total revenue, with the previous year's total revenue (sales) exceeding 6 billion yuan;

(3) If the primary business is logistics, warehousing, or international trade in services, the revenue from this business should account for more than 50 percent of the total revenue, with the previous year's total revenue (sales) exceeding 4 billion yuan;

(4) If the primary business is platform trading, it must have more than 5,000 registered members or merchants, with over 30 percent being from outside the city. Platform enterprises targeting consumers must have a transaction volume exceeding 5 billion yuan in the previous year; platform enterprises targeting businesses (providing inter-business transactions) must have a transaction volume exceeding 15 billion yuan in the previous year.

Enterprises that do not meet the above criteria but have made outstanding contributions to local economic development may still be considered for recognition.

2. Application procedure and material requirements

(1) Applying enterprises should submit the following materials to the district commerce authorities:

a. Audited financial report for 2023 (For platform-type trade headquarters, a special audit report on registered members and transaction volume for the previous year is also required);

(2) By Sept 30, 2024, the district commerce authorities will submit their recommended list of trade headquarters to the Shanghai Municipal Commission of Commerce.

(3) The commission, in collaboration with other departments, will review the applications and publicly announce the list of recognized trade headquarters.
